This is the perspective that gave rise to "transhumanisme," a trend endowed with prestigious and prosperous research. The same goes for new technologies: nanotechnologies, "big data" processing, biotechnologies, robotics and artificial intelligence. This revolution need regulating. For these technologies have two characteristics that enable them to easily evade the usual democratic processes: they develop at amazing speeds and are extraordinarily difficult to understand and control.
